In Richmond, Barnyard Noises Punctuate Debate

THOSE FOLLOWING the braying debate over transportation funds in Virginia's legislature might compare the commonwealth's lawmakers to barnyard animals that lack the human qualities necessary for civil discourse. The lawmakers aren't actually farm creatures, of course — but they do sound like them.

Writes the Richmond Times-Dispatch's Julian Walker:

While parliamentary procedure rules the day, members have been known to moo, bark, whistle, groan, cheer, crow like a rooster and even chant in unison.

"Animal noises are really popular," said Del. William R. Janis, R-Henrico, who utters the occasional call of the wild. "Cow noises are generally pretty popular. Dog noises, chickens. Last year, the rooster was quite popular."

This is the last week of the current legislative session in Richmond.
